Current Projects

Hanford's planning staff and Planning Commission regularly review development projects. All of the related review meetings are open to the public, and Hanford's community is invited to participate.

Public comments and suggestions on all of the development projects are critical to achieving the best results for Hanford. Plan on attending one or more of these meetings; learn more about the issues, and let the City hear your thoughts! If you are unable to attend but are interested in the outcome of the meetings, you can get the information in the Planning Commission Minutes, posted on this website.

Public Documents for Review 

Draft Multi-Jurisdictional Housing Element 

The Housing Element Update is required to identify and analyze existing and projected housing needs in order to preserve, improve and develop housing for all economic segments of the community, including an analysis of fair housing needs. In addition to prohibiting discrimination based on race, color, religion, disability, and other protected personal and familial attributes, the cities and county are required to affirmatively further fair housing. The Cities’ and County’s Housing Element is the primary policy document implementing the housing policies and affirmatively furthering fair housing for all economic segments of the community. The City of Hanford held a meeting before Planning Commission on Tuesday, August 27, 2024 and City Council held a public hearing on September 17, 2024. At the conclusion of the meeting, the City Council authorized staff to forward the Draft documents for review by the State of California Department of Housing and Community Development (HCD). Major Development Projects & Environmental Impact Reports (EIR)


The City Council and Planning Commission review developmental projects and meetings are open to the public.

Heroes Park Development - Notice of Preparation (NOP) Period was open from November 19 to December 22, 2025; Scoping Session was held on December 3, 2025

Notice is hereby given that the City of Hanford (City) will be the Lead Agency and will prepare an Environmental Impact Report (EIR) for the proposed Heroes Park Project (proposed project). Pursuant to CEQA Guidelines Section 15082(a), the City has issued this NOP to provide responsible agencies, trustee agencies, and other interested parties with information describing the proposed project and its potential physical environmental effects. The EIR will address the potential physical environmental effects of the proposed project that have not been scoped out, as outlined in CEQA. The City is requesting comments on the scope and content of this EIR by December 22, 2025. 

A Scoping Session was held on December 3, 2025, at 6:00 p.m. at City Hall in the Training Room (319 N Douty Street, Hanford, CA 93230). The scoping session, which is part of the EIR process, is the time when the City solicits input from the public and agencies on specific topics they believe should be addressed in the environmental analysis. The scoping process is designed to enable the City to determine the scope and content of the EIR and identify potentially significant environmental effects, alternatives, and mitigation measures to be analyzed in the EIR.

Copper Ridge Residential and Commercial Project - Public Review Period open September 12 to October 12, 2025; City Council Pubic Hearing - December 16, 2025 - Continued to January 20, 2026

An initial study has been prepared for the Copper Ridge Residential and Commercial Project - Annexation 165, General Plan Amendment No. 0009-24, Prezone No. 0013-24, Tentative Subdivision Map 00012-24 (945), and Planned Unit Development No. 0037-24. The comment period was open from September 12 - October 12, 2025 [30-day comment period]. Neves Residential Project - Notice of Availability period open October 1 through November 18, 2025; Public Hearing date not set

Notice is hereby given that the City of Hanford, as lead agency, has prepared a Draft Environmental Impact Report (EIR) for the proposed Neves Residential Project (Project). As mandated by State law, the minimum public review period for this document is 45 days. The comment period is open from Wednesday, October 1 to Monday, November 18, 2025 [45-day period]. Hanford Place - Approved by City Council on September 16, 2025

The City of Hanford prepared an initial study for Hanford Place - General Plan Amendment No. 2022-01, Rezone 2022-01, and Planned Unit Development No. 2022-01. The public review period was open from December 11, 2024 to January 10, 2025. The Planning Commission recommended approval of the item to City Council on January 14, 2025. The City Council voted to approve all items on September 16, 2025.

Fargo Village - Notice of Availability period open September 4 through October 20, 2025; Public Hearing date not set

Notice is hereby given that the City of Hanford, as lead agency, has prepared a Draft Environmental Impact Report (EIR) for the proposed Fargo Village Project (Project). As mandated by State law, the minimum public review period for this document is 45 days. The comment period is open from Thursday, September 4, 2025 to Monday, October 20, 2025 [45-day period]. Silicon Valley Ranch - Approved by City Council on April 1, 2025; LAFCo approved annexation on August 27, 2025

Notice was given that the City of Hanford, as Lead Agency, prepared an Environmental Impact Report (EIR) for the Silicon Valley Ranch Residential Project. As mandated by State law, the minimum public review period for this document is 45 days. The comment period was open from November 25, 2024 to January 9, 2025 [45-day period]. Hanford Diary Manufacturing Plant Project - Notice of Preparation Phase Concluded July 22, 2024; Project on hold

Notice is hereby given that the City of Hanford will be the Lead Agency and will prepare a focused Environmental Impact Report (EIR) for the proposed Hanford Dairy Manufacturing Plant Project (Project). An Initial Study has been prepared along with this Notice of Preparation (NOP), which scopes out environmental topics for further review. Grangeville Mixed Use Development - Approved by City Council August 6, 2024

An initial study has been prepared for the Grangeville Mixed-Use Development Project - General Plan Amendment No. 0001-23, Rezone No. 0001-23, Planned Unit Development (CUP0031-24), and Variance No. 0009-23. Liberty Pointe - Approved by Planning Commission on November 28, 2023

The City of Hanford has prepared an initial study for Liberty Pointe - Tentative Tract 930, Planned Unit Development No. 2020-01, and Variance No. 2021-01.  The comment period was open from  October 20 to November 9, 2023 [20-day comment period]. Stonehaven - Approved by City Council, Approved by Kings County Local Agency Formation Commission (LAFCO) 

The City of Hanford has prepared an initial study for Stonehaven - Annexation 162, Prezone No. 0001-23, Tentative Tract 940, and Planned Unit Development No. 13-23. The Notice of Intent to Adopt A Mitigated Negative Declaration and Notice of Public Hearing can be found here.  The public review and comment period was open for 30 days from August 11 - September 11, 2023.

Lunaria - Approved by Planning Commission on June 13, 2023

The City of Hanford has prepared a Final Focused Environmental Impact Report (EIR) for Lunaria - Vesting Tentative Tract 938. A 45-day public review period was open from April 12 to May 27th on the Draft EIR. A 10-day public review period was open from June 3 to June 13th. The public hearing was conducted on June 13, 2023 before the Planning Commission. Notice of the meeting can be found here.
